o Focusing on the development of EOSC is a very relevant initiative because the well-working tools and databases are the fundamental basis of the desired data opening, sharing and reuse of it. The federated information management system requires collaboration within all the participating countries and so the development of EOSC Federation is important.
o Widening the use of EOSC to industry should be connected with EU projects and shouldn't be anyhow mandatory for the business sector in other projects or business initiatives.
o Promoting FAIR data management principles is good as well as the legislative exceptions for the research use of data and publications.
o It should be taking into consideration that FAIR data management is not free and there is also cost for curation and storing the data after the project is closed. The long term operations should be secured without extra burden to the RPOs.
o The basic principle "as open as possible as closed as necessary" cannot be forgotten. Research organisations have many commercial projects including confidential information, IPR documentation or other content what cannot be disclosed. There are many legislative and also other cases when the data cannot be opened.
o The international competitive edge and geopolitical situations should also noticed when relevant. All the data shouldn't be opened at the global level for several reasons.

The promotion of open science is central to scientific renewal, excellence, and societal impact. University of Oulu Open Science practices follow national and European Union guidelines. Even though the European Open Science Cloud (EOSC) has developed considerably, it is still difficult for researchers to understand its potential and to find and implement its services. The university supports the goals of the EOSC to bring together open science data services and data produced in the EU to make the use of services and the sharing of research results as simple and easy as possible.

EOSC needs also to be further developed, so that its governance structure and implementation will be accessible and sustainable. Legislative framework remains one of the main obstacles of open science and sharing of data. The University of Oulu supports the revision of the EU’s copyright and data rules which should provide better conditions for research to access and reuse publicly funded research articles and datasets.

EOSC has remained somewhat distant to SSHA so increase of uptake of research communities is to be supported as well as opening of it to public sector and to partners from the commercial sector. It is easy to concur with statements that FAIR data principles should be promoted as well as teaching of open science practices. Hanken supports legislative and non-legislative measures to improve access and re-use of scientific publications and data.

Tavoitteiden kuvaus on melko yleisellä tasolla. Vuosien 2025-2027 tavoitteita olisi hyödyllistä tarkastella myös EOSCin KPI:ta vasten.

EOSC Steering Boardin agendalla on viime kuukausina ollut keskeisesti EOSCin uuden hallintorakenteen suunnittelu vuodesta 2027 eteenpäin. Vuosien 2025-2027 EOSC-tavoitteiden toteutumisen kannalta on keskeistä varmistaa, että niitä pystytään tehokkaasti edistämään nykyisellä hallintorakenteella samalla kun uutta hallintorakennetta valmistellaan.

Despite remarkable progress, the development of policies and EU level investments around open science continues to be a pressing need. For the University of Helsinki, five key areas for development are:
1. Storage, preservation, and utilization of data. The need for storage for a rapidly growing number of datasets is crucial, as is building the capacity for long-term storage and digital preservation of data for further use. The prerequisite for the reusability of research data is that responsible research data management becomes a standard practice, and relevant services are available for researchers.
2. Emphasis on research data management training for researchers, students, and support services. For example, GDPR principles should be seamlessly intergrated into everyday research practices.
3. Development of the recognition of research data related work as merit for researchers, in line with responsible researcher evaluation (e.g. CoARA) as well as an incentive for opening data.
4. FAIR data that are long-term and interoperable; this requires global cooperation for technical capacitation and infrastructure development. University of Helsinki has started process to join an Observer Member in the EOSC in 2024, which will foster this process.
5. Novel technologies for data mining, digital transition and use of AI; this should be developed to enable a more efficient use of all available data sources.
Achieving progress towards common policies for data sharing is paramount. For example, the acceleration of drug research and drug security in Europe is fundamental to ensure our competitiveness with the US and China, but the needed investments in biomedical research and fundamental biological research need to be supported by appropriate EU legislation. The University of Helsinki is concerned with the effects of the European Health Data Space (EHDS) regulation on research. If coming into force as it is drafted, it will limit the possibilities of the use and reuse of the health data across Europe, and might make the universities data holders, i.e. obligated to provide their research data for further use. This will cause a significant increase in universities’ obligations and requires a lot of investments and resources that universities do not currently have.

Toimen sisältöä tulee edistää avoimen tieteen korostuttua uuden puitohjelmakauden käynnistyttyä. Laurea-ammattikorkeakoulussa on juuri avattu Datakatalogi, jonka kautta TKI-aineistoistamme on yhteys tutkimustietovarantoon. Laureassa kerätään myös systemaattista pitkittäisdataa kehittämistutkimuksen ottamiseksi yhteiskunnan käyttöön.
