VTT believes that an alignment of strategic priorities on research, innovation and deployment of these clean energy technologies is needed urgently and the SET plan could potentially be directed to fill the gap between strong knowledge base on the energy technologies and the Green deal industrial plan.
When preparing the new SET plan and related funding, such as ERA, it is essential that member states have equal rules for participating in R&D cooperation projects. Very different regulations and requirements (such as very different TRL levels, funding % etc.) are an obstacle to successful cooperation. When developing a strategic solar R&I agenda under the new SET plan, it is essential to cover the entire value chain. The balance of system (BOS) already accounts for most of the project's value, but it has not yet been developed to the same level as, for example, solar modules. BOS components are an area where manufacturing in the EU can be competitive and sustainable and it doesn't require as steep investments as for instance solar cell manufacturing in EU. In general, more attention must be paid to the sustainability and acceptability of solar based energy systems.
