"Improving recognition of the research management profession. To this end, a career and competence framework for research managers, prepared in the 2022- 2024 period, will be launched at EU level, with supporting tools for its implementation at MS level, including a monitoring mechanism."
Aalto University, in line with other universities in Finland, does not support the creation of a career framework for people working in research management. Instead, the roles are varying depending on the size of the university, and the tasks at hand, and the background competence of the person working in research management, and very different skill sets can be successful in these roles. There are no clear steps in the RM profession comparable to the existing 4-tier career framework of research personnel. We thus prefer the roles of RM personnel to develop organically, supported by training and networking activities.
Ehdotettu "career and competence framework", "with supporting tools for its implementation at MS level, including a monitoring mechanism" ei mielestämme välttämättä ole käytännössä tarpeen, vaan tutkimuspalvelujen henkilökunnan työnkuvat muotoutuvat ja kehittyvät parhaiten tilannekohtaisesti ja organisaatioiden omien tarpeiden mukaan. Epämuodollinen koulutus ja aktiivinen vertaisverkottuminen ovat tehokkaita tapoja kasvattaa osaamista.
This ERA action has barely started so more time is needed to reach its objectives. Finland has been active and VTT supported the national actions as ambassador. Research Managers are essential for implementing other ERA Actions, and so this ERA action has remarkable effect on the whole research ecosystem in Europe.
A strong R&I management community brings added value to individual universities, Finland, and the EU. The profession of research support services, management and administration is an essential part of the capacity and excellence of the research organizations and the research environment, creates the conditions and enables researchers to focus on the core research.
The expertise of the Finnish research administration should be more strongly harnessed in the national and EU R&I decision-making. Thus, we think that the EU level Research Management Initiative to support the recognition, career development, mobility and collaboration of the research management professionals is excellent. The initiative should be developed with community and recognize the various roles and competences needed in the different organizations and different research management roles. We support Finn-ARMA to continue as the network in charge of the national coordination of the action.
