In Finland we are far in this development: we have the national research portal Home - Research.fi which is part of EOSC. VTT's Research Information Portal is also connected with the Finnish portal.
Our major challenge is the internal FAIR data management and national support for data management practices, tools and competences is needed. It is more cost efficient if there is a palette of national and organisation level services. The development of both requires funding, and the support and funding models should be flexible and take into account the different roles and current resources available.
When promoting open data it is necessary to keep always in mind “ as open as possible, as closed as necessary”. This applies also to software, methods and infrastructures. There are often cases when open source software is not available and methods cannot be shared from several (e.g. IPR) reasons.
