This is welcomed by VTT, but challenge is sometimes the different organisation structure compared to universities.
RTOs operating in the field of applied science need to have the relevant capacity elements built into national funding to support capacity development. We see that, on a national level, the capacity building needs to be included in the normal project funding, which would then enable capacity and excellence building within the existing operating models of RTO’s. The recognition of research management capacity needs to be flexible and based on each organisation’s needs and not to be defined too narrowly. From VTT’s point of view, it is extremely important to have intersectoral mobility whether it is domestic or international (cross-border). From our experiences, an organisation involved in applied science needs to have mobility for academic institutions, RTOs and also for companies. Without active collaboration between parties, we cannot disseminate and create high impact research and support career development.

The code of conduct should include considerations for tackling foreign interference as suggested by the recent guidelines.
