This action is needed especially in the current geopolitical and scientific-technological environment. It is important to remember that international cooperation in research and innovation is not just a foreign policy instrument but aimed at knowledge creation first and foremost. EU structures and instruments such as the EU framework programme for R&I should remain open to international cooperation by default. Global challenges require global solutions. Collaboration therefore remains key to addressing threats such as climate change, health crises and energy transition. Exclusion of countries should be used only in exceptional cases when there are clearly definable and serious threats to the EU’s strategic autonomy. Security concerns must not hamper academic freedom and institutional autonomy of universities which are international actors. However, the ERA Action should create added value through providing more coordination, guidance and common approaches for the R&I stakeholders at EU, national and institutional levels to prepare and react to the fast-changing global situation. It should continue to develop the European framework for science diplomacy and ensure support for its implementation.
