Problems with the "career and competence framework"

The 2nd specific objective in ERA Action 17 is:

"Improving recognition of the research management profession. To this end, a
career and competence framework for research managers, prepared in the 2022-
2024 period, will be launched at EU level, with supporting tools for its
implementation at MS level, including a monitoring mechanism."

Aalto University, in line with other universities in Finland, does not support the creation of a career framework for people working in research management. Instead, the roles are varying depending on the size of the university, and the tasks at hand, and the background competence of the person working in research management, and very different skill sets can be successful in these roles. There are no clear steps in the RM profession comparable to the existing 4-tier career framework of research personnel. We thus prefer the roles of RM personnel to develop organically, supported by training and networking activities.
