Hiukan poiketen muista ERA politiikan prioriteeteista, tässä otetaan kantaa sisällöllisesti ERAn tekemisiin. Aihe on mitä tärkein. Tärkeää varmistaa yliopisto-teollisuusyhteistyö ja toiminta ekosysteemeissä. Tärkeää olisi, että ERA politiikassa käytäisiin keskustelua sisällöllistäkin keskustelua, ainakin tutkimussisältöä ohjaavista periaatteista. Myös toimenpiteissä 10-11 oli sisällöllistä suuntaa, mutta niiden toimenpiteet/tulokset (outcomes) jäivät kovin kevyiksi. (1) TAU on erittäin aktiivinen ekosysteemeissä toimija tavoitellen juuri näitä toimenpiteitä/tuloksia (outcomes). (2) Paikallisten ekosysteemien sijaan Suomen kannattaa pyrkiä kunnolla rahoitettuihin ja tuettuihin kansallisiin avainekosysteemeihin. (3) Ekosysteemiselle toiminnalle sopivan politiikka- ja rahoituskehyksen.

It is important to accelerate the green/digital transition of Europe.
Universities have a key role to play in creating new knowledge on the area – together with the industrial collaborators. It is important to invest in industrial ecosystems facilitating collaboration and the transition.
Aalto University is home to a vibrant entrepreneurial ecosystem and culture and is ready to investi in it in the future as well. The ecosystem is powered by both student-led entrepreneurial activities and the university's own research and innovation hubs.

ERA action 12 has the greatest potential of delivering impact on Europe´s green and digital transition. ERA action 12 connects the EU industrial strategy with the industrial technologies roadmaps and technology infrastructures, addressing both the directionality and implementation of the needed industrial transformation. In particular, the focus on technology infrastructure in ERA action 12 fills a gap in the European R&D&I landscape that is not addressed elsewhere.
This attention is very timely, because we are now in a global environment where it becomes increasingly difficult for Member States alone to cope with the huge amounts invested by global competitors. The new wave of deep-tech innovation will rely on access to heavy development means, that start-ups will not be able to afford. This is what makes a European approach to this type of investments necessary, in combination with national and regional resources, to help keep pace with international competitors.
Here it is also important to stress that public funding for technology infrastructures is absolutely necessary. Technology infrastructure are not “service centers” providing a commercial service to the industry. This is particularly important in relation with the State Aid regulation: high rates of public support to technology infrastructures should be compatible with the EU rules as it is today. Technology infrastructures must be relevant for industry, but they are usually owned and operated by technical and applied science universities and research institutes. Because of their high construction and operation costs, technology infrastructures are, in general, not worthy or affordable investments for companies (even large ones) that will not need them on a permanent basis. Technology infrastructures is also where companies can learn faster about new technology areas.
The expected impact (in ERA action 12) are relevant; and it is important that the listed impacts (referring to technology infrastructures) are reviewed and linked together - e.g., increased sustainability of European technology infrastructure(s) will generate enhanced accessibility of European technology infrastructures which will open paths of investments from European industry stakeholders.
It is highly relevant for technical universities and research and technological organisations; this can be further highlighted under the Actors section. We particularly welcome the listed milestones of technology infrastructures and to start with (Q2 2022) the establishment of a small pilot advisory board for pillar 2 activities.
Finland should prioritise ERA action 12 to be involved in the decision processes.

ERA:n kehityksessä digivihreän siirtymän vauhdittaminen kokonaisuudessa vahvistaa Eurooppaa. Komission asettamat tavoitteet ja toimet kohtaavat yliopistojen tarpeen osalta kehittää tutkimus- ja teknologiaekosysteemejä Suomessa ja EU:ssa.

Accelerating the green and digital transition of Europe is set amongst the highest priorities in the EU and the national level, and Metropolia is highly engaged in promoting this priority through its RDI work. Industrial ecosystems can provide exceptional solutions by bringing together all actors operating in a value chain from the SME’s to the largest companies, from higher education to RDI, service providers to suppliers.

The proposed consultation process on R&I-related needs of industries, including skilling/upskilling needs, digitalisation, R&I driven standardisation, common technology roadmaps, and research and technology infrastructures would serve well the higher education sector in answering to the needs of the industry. Providing needs-based lifelong learning and training solutions is a key priority for Metropolia, so meeting the skilling and upskilling needs of industries is at the core of our operations. Also, the proposed activities related to identifying common action areas to enable faster advancements along research stages, from basic research to deployment, make it easier for different actors and ecosystems to bring together the expertise they have. In connection with these activities, it is important to recognise the significance of all research stages as well as the contribution of different research approaches, including both basic and applied research.

- Toimenpiteen tavoite edistää kaksoissiirtymää kehittämällä tutkimus- ja yrityssektorien yhteistyötä nivoutuu hyvin kansallisiin TKI-kentän kehittämistavoitteisiin ja Suomen tulisi siksi olla tässä toimenpiteessä vahvasti mukana.
- Ratkaisukeskeistä tutkimusta tekevillä tutkimuslaitoksilla on tärkeä rooli kaksoissiirtymässä. Tulanet-tutkimuslaitokset edistävät kaksoissiirtymää tutkimuksellaan, yritysyhteistyöllä ja hallinnoimillaan tutkimus- ja teknologiainfrastruktuureilla sekä päätöksentekoa tukevilla tehtävillään. Tutkimuslaitokset tulisi nostaa tekstissä johdonmukaisesti yliopistojen rinnalle silloin, kun on kyse tutkimus-yritysyhteistyöstä.
- Toimenpide nostaa hyvin esiin teknologiainfrastruktuurit, jotka ovat ensiarvoisen tärkeitä tutkimuslöydösten siirrossa yrityksille ja skaalautumisessa kaupallisiksi tuotteiksi. Yrityksillä ei kuitenkaan ole yleensä mahdollisuuksia teknologiainfrastruktuurien omistukseen ja siksi julkinen rahoitus tutkimusorganisaatioille teknologiainfrastruktuurien investointeihin ja ylläpitoon on välttämätöntä. Rahoitusehtoja tulee kehittää siten, että erilaisten rahoitusten ehdot eivät ole toisiaan poissulkevia. Tulee myös varmistaa, etteivät Valtionapusäännösten kirjaukset tai tulkinnat vaikeuta tutkimusorganisaatioiden teknologiainfrastruktuurien rahoittamista. Tutkimusinfrastruktuurien ja teknologiainfrastruktuurien välinen ero on häilyvä, mutta luokittelulla voi olla merkittävä vaikutus niiden rahoitusmahdollisuuksiin. Tämä on huomioitava sekä EU-tason linjauksissa että kansallisessa toiminnassa.
