VTT is actively participating in 20 of the Horison Europe partnerships and currently serving on the board and scientific governance bodies of 6 partnerships and in the Partnerships Knowledge Hub (PKH). This action supports the strategic discussions on the impact assessment of the European partnerships, and interactions between stakeholders from different thematics as well as EU and national funders. We already seen the value of the biannual monitoring report in clearly showing the added values of the partnerships landscape as well of the synergies among those. HE partnerships are key instruments to mobilize the entire innovation value chain (Academics, RTOs, industry, SMEs, public bodies, private owners, investors, etc.) to support the co-creation process and accelerate the development of a specific strategic research agenda. This established dialogue allows also for rapid consultation and industrial input in crises response as the current covid19 and Ukraine situation did demand. This co-creation channel could be reinforced beyond the co-programming and support the development of the EU Policies.
The Member State representatives groups to the partnerships, now created, should co-work in the partnership activities on the national and regional alignment. Examples of best practices can be found, for example, in the role of the “MS Ambassadors” created in the co-programmed partnership Process for People (cluster 4). The PPPs monitoring (BMR) could include (in survey to the MS) national and regional initiatives and programmes related with the PPP even if synergies with the PPPs (on activities of funds) have not been established. That will allow the MS to realize the potential, which is not always evident, especially in countries where management of R&D programmes are scattered.
