University of Oulu highlights the importance of this Action to develop European and national policies and programme instruments which consider all the missions of the universities (education, research, innovation, service to society). We see an added value in creating more synergies between the implementation ERA, EHEA and EEA. We welcome the proposed co-creation of policy and funding recommendations and underline that the Action should be developed with a strong involvement of the universities to reflect the need of the university community.
University of Oulu participates in UNIC European University Initiative (EUI). The biggest concern of the EUIs is the mismatch of the strategic goals of the initiative and funding level which hampers the long-term development and the sustainability of the alliances. Currently, the alliances are required to apply for funding from different programmes. In Finland, the lack of national cofunding is a clear drawback. We hope for clear support from the ministries and national policy for European actions, as well as streamlining the national research and education policy goals with those of ERA and EEA where relevant.
The Action should consider, but not be limited only to EUIs. The focus should be wider than the current European Excellence Initiative and aim at raising the excellence of universities all over Europe rather than targeting mainly widening countries. A mapping of the national initiatives supporting universities research and innovation excellence is necessary to ensure European initiatives are complementary and not overlapping.
